Monthly Stipend Program for Unemployed Youth

“Monthly Stipend for Educated Unemployed Youth” scheme was launched in 2013-14 to provide a monthly stipend of Rs. 2000/- per month for a period of one year (Rs. 24000 lump sum) to educated unemployed Master/Equivalent/Alamiya degree holders from public sector universities or registered deni madaris located in Khyber Pakhtunkhwa. Focal Persons from universities and wafaqs were nominated for the scheme to collect data from the students. The scheme has been advertised in two (2) phases.

Phase I: For candidates securing their degrees during period from 1st July, 2013 to 30th April, 2014 (completed)

Phase II: For candidates securing their degrees from 1st May, 2014 to 30th June, 2014 and leftover students from the 1st phase (disbursement in process)

Candidates are directed to fulfill their deficiencies with in 30 days, failing which the stipend will be considered as cancelled.

Eligibility Criteria for Monthly Stipend

An unemployed regular Master (Alamia) degree holder who get their degree in 1st Division (60% in annual and 70% in semester system) from any Public Sector University of Khyber Pakhtunkhwa/ Registered Deni Madrassah located in Khyber Pakhtunkhwa in the period from July 01, 2013 to June 30, 2014

Unemployed regular Master/ Alamia degree holders having Fata Domicile shall be eligible only if they have secured their degrees from Public sector Institutions/or regular Deni Madrassah located in Khyber Pakhtunkhwa and are not in receipt of such benefits from Federal Government.

Stipend Management Committee

The Stipend Management Committee has been notified with the following composition

a) Secretary Finance Department (chairman)

b) Secretary Higher Education Department (Member)

c) Secretary Auqaf Department (Member)

d) Vice Chancellor, University of Peshawar(Member).

e) Vice Chancellor, University of Agriculture, Peshawar (Member)

f) Vice Chancellor, Khyber Medical University (Member)

Functions of Stipend Management Committee:

i. Approval of the “Implementation Mechanism” for the Scheme.

ii. Final approval of the list of Stipend holders recommended by the institutions.

iii. Periodic review of the performance of the Scheme in a transparent manner.

In order to ensure transparency, the scheme was carried out in collaboration with the degree awarding Public Sector Institutions and registered Deni Madaris.In 1st phase of the scheme, the University graduates were required to apply to the focal persons of their relevant institutions on the downloadable prescribed proforma along with the required documents.

The Institutions after analyzing the data, prepared final list of eligible candidates as per the eligibility criteria, forwarded the data on the prescribed format duly verified both in hard & soft form to Project Management Unit, Higher Education Department.

The Shahadat-ul-Alamia degree holders were required to apply directly to their concerned Deni Madaris. Whose consolidated data (duly verified) was submitted to Project Management unit through the provincial representative of the Wafaq/Tanzeem/Rabta concerned. The Project Management unit HED after scrutinizing the data forwarded the same for approval of the SMC.

Complaint Redressel Mechanism

The following complaint Redressel Committee has been notified
1. Additional Secretary, HED Chairman
2. Chief Planning Officer, HED Member
3. Deputy Secretary Universities, HED Member
4. Project Director, PMU, HED Member/Secretary
TORs of the Committee:-
i. Written complaints supported by the required documents will be submitted to PMU for redressal.
ii. PMU will forward the complaints for consideration of the Committee.
iii. The complainant will be informed in writing about the decision accordingly
